Greyhound can get you to the border, and in some cases across the border to the bus station in the Mexican town, just across the border, but not not beyond a border town.

Autobuses Americanos

is one of the companies that has buses from Houston into Mexico. They don't go to Toluca. But once within Mexico, the busing possibilities grow, since Mexico has one of the best bus systems in the world.

Other companies such as Adame operate buses from Houston and other cities in the US to destinations in Mexico. They do not have websites.

Monterrey is fairly close to the Texas border, and being a major city, it is a good spot to transfer to a Mexican bus. Most Mexican buses are better than those found in the US. Others are much better.

Going to Mexico City and changing to a frequently departing bus to Toluca sounds easy, but the problem is that you will have to depart from a different bus station.

Mexico City can be avoided completely by getting off in Queretaro (about three hours north of Mexico City) and catching a bus to Toluca. Not only is Mexico City bypassed, but the distance is shortened.

FLYING CAN BE CHEAPER
With the advent of discount airlines within Mexico, flying surprisingly can cost tabout the same and sometimes less than busing.

Toluca's airport is an important bub for some discount airlines. Interjet and Volaris have flights from Monterrey to Toluca.

Not sure if El Expresso goes to Toluca, but there's a bus station serving mexico right near the Greyhound terminal in downtown houston.

There's an airport shuttle that will take you to that big hotel at I-10 & Hwy 6, that's not too far from Katy. I think it costs about 30.00 for a round trip. That's probably less than a cab.
