I used to have the same problem, what I do now is I only wear oil free make up and I wash my face with stuff specially made for oily skin, I don't have oily skin anymore, I used to do the same thing you're doing now with the oil sheets all the time. I also use a mask 2-3 times a week that it specializes in controlling oily skin, it's a sulfer something mask you can find it at Sephora. Good luck;)

Here's a few tips:
— Although it may sound odd, you need to use moisturizer. Use an oil free moisturizer in the morning and evening.
— Use a "matte finish" foundation and powder. I recommend Lancome's mattique (I think that is what it is called) and their matte finish powder. For less expensive products, I always liked L'Oreal's Mattique foundation and Maybelleine's Shine Free powder. They were fairly comparable to the Lancome
— If you smoke, quit. I noticed that my skin was A LOT more oily when I smoked
— An alcohol free toner always helps, too. I'm kind of fond of Nivea toner

i think you have answered your own question, but i think a dermatologist knows more about this than i do. I think exfolitating will make it worse. Even washing it too often will tell the body to produce more. I think you need a benzoyl peroxide solution or some of the sort to dry out your face

You have to wash your face in the middle of the day
and reapply your makeup
use soap and water
be sure to build a lather not a residue
rinse thoroughly
you don't have to wash your eye make up off
Its easy when you get into the habit of it

Diet...eat healthier. Cut french fries and greasy burgers out or reduce them drastically.
Wash your face (several times a day) with a cleanser that removes the excess oil, but doesn't dry your face all out.
