Reno is both correct and incorrect. The site he links to is excellent and you should look at it, because it warns of a lot of important issues with Mexican tile.

But contrary to his opinion, Saltillo tile DEFINITELY needs to be sealed. It's so absorbent that it probably soaked up the sealer you already put on. This is normal. Before you do another coat, make sure you have glossy sealer, because sealer comes in all sheen levels, including one that is totally neutral and doesn't add any shine.

Saltillo benefits from a solvent-based sealer which will be more resitant to water then a water-based sealer.

In most cases your not suppose to seal the tile only the grout
