I agree with you in that it demands more committment by civil society. It demands total committed fidelity in marriage. It demands more moral fortitude than is exhibited this day and time. It demands a total committment of no sexual relations outside the marriage covenant. It demands total committment to no perverted same sex practices. It demands obedience to divine laws. Until these conditions can be met this and other plagues will continue to invade the world population. Government cannot do it for you cannot legislate morality. Our government is a poor example of morality. How can laws be made if our elected officials are not willing to abide by those same laws? It cannot and will not work by hounding the government. You are absolutely right...It must come through committment by individuals, communities. It must start in the home. No success can compensate for failure in the home.

I know who the government is, and I can name or point to the incumbents of public office. I don't know who you mean by the phrase "civil society." Who is this? Can you name or point out to me anyone empowered to make decisions for "civil society"? Or could you, perhaps, be wanting to appoint yourself and those who agree with you to the role of a replacement or ancillary government that everybody else must obey or suffer punishment for disobedience? Lots of people want power. Few can have it in any meaningful degree, and fewer still deserve it. If I get to be this "civil society" you refer to, I'm going to line up all the HIV infectees and shoot them. End of epidemic!

I agree with this view. We as a society are the ones causing this to become pandemic. The government can do but so much. We each have a responsibility to ourselves and to others, to be careful.

1. Mandatory testing of everyone.

2. Mandatory tattooing (it can be small) on a certain part of their body for positive people, which is illegal to cover up with another tattoo (ie underarm or something).
