Drill a lot of holes in the stump and cover the stump with a nitrogen source- fertilizer, compost, manure, fish emulsion dried blood. The stup is very high in carbon and the nitrogen breaks the carbon down faster to allow the stump to decompose. The compost has the added advantage of microbes that speed the process. The holes let water and the Nitrogen into the stump to speed the process along.
