I just ran into this. I addressed it to the director of the department I was applying to. The other option is to address it to someone specific in HR. I would call the HR department and ask them who would be appropriate. Doing so makes your letter look soooo much more impressive than just dumping it into the abyss of "to whom it may concern"

Address the letter to The Manager then start the letter Dear Sir/Madam. I would suggest however if I were you to get a dictionary so that you can spell correctly.
