Depends on what you're actually asking.
If you're asking "what is the point of sending out mass quantities of nontargeted email solicitations and advertisements?" the simple answer is "because it is cheap, and on occassion, it works".
If you're asking "what is the point of having a SPAM/Bulk folder in my email program?", the answer is to let you review the Spam or Bulk Mail before it's deleted, in case the filter got a little over-anxious and deleted something that looked like spam, but was actually a letter from your great-aunt Sally.

You get spam because whoever sent it wants you to buy their product and make money.

Your E-mail provider will have a spam/bulk folder to try and seperate all the advertisments from the emails you want to receive.

sometimes important emails that it thinks is spam go to the bulk folder, if it just deleted it automatically we might miss actually important emails

Spammers send you spam because it is very successful. Many people respond and by products. They are also very foolish and respond to links and attachments in the emails. If it wasn't successful, they wouldn't do it.

if you want it non existent just go to your email settings and look for bulk folder options you will be able to turn it off so everything goes into your normal inbox.
