Hi,
There is no direct "Answer" to your question.
- Is the CD Rom being detected in BIOS (you go there by pressing F2 / Del as soon as your computer starts). CD Rom is usually listed under Secondary Master section.
- If it is visible then you need to change the boot sequence to make CD rom the first boot device
-Check if the CD you are using to boot of the CD is ok, it might have gone bad
- If its not visible in BIOS try to eject the CD ROM tray and see if its working, that way u can check if CD ROM power connection is proper. If its not coming out you may want to check the internal connections or the drive itself.
- You can then try loading BIOS defaults or set all your drives to "Auto" forcing your system to re-detect all drives
- Still does not work, open the system chassis try reseating the connectors
- Still not working please get a tech!

If it was working okay before installing the new hard drive, it might be something simple, like a loose connection/ Make sure all cables are inserted tightly into the CD and hard drive, as well as to the mobo sockets. It's easy to accidentally dislodge them during installation of new equpment.
If you are using the same cable for both the hard drive and CD drive, make sure the jumpers are correct on the new hard drive. Although I never use the same cable for the hard drive and CD, it can be done. But you have to set one as the master and one as the slave.
If all else fails, it could be a bad CD drive. If you have a spare, hook it up and see if it works. I keep spares of all parts around just for this purpose. But it sounds odd that the CD would work before the new hard drive and not now, so I assume the problem is connected to the new hard drive.

check the connections for the cd rom drive make sure that you haven't knocked it and the connection has come loose
Also check the Bios - is this shown here - also make sure that you update your Bios - check your motherboard manufacturer for updates
When windows starts - goto the device manager - click on the plus next o the cd /dvd rom drives - is your cd rom shown? (device manager click start > right click on my computer > properties > hardware> device manager)
If not you may have to reload the drivers for the cd rom drive > check the web page of the manufacter > also the IDE drivers may have become dis-associated with it
in dev manager > click on the plus next to the ide ata/atapi controllers > firstly right click on the primary ide channel then uninstall > don't restart > now do the same with the one that says controllers > now restart

You gotta check the jumpers (little tiny square plastic thing on pins) on the back of the CD drive. One needs to be master and one slave if they are on the same cable (they being hard drive and CDr rom). Or put them on separate cables/ribbons.
You don't need drivers for CR roms or Hard Drives, you just have to specify who's the boss if they are on the same cable/ribbon

You need to check the jumpers on the back of the drive. you can only have one master and one slave drive per controller. If you need help with this, call a professional.
