Put cold water in the inside glass and put both glasses in a bowl filled with hot water. The inside glass will contract and the outside glass will expand, allowing you to separate the glasses.

I always tell my physics class to put ice in the top one (to contract it) and run hot water on the bottom one (to expand it). I've never had glasses stuck together to experiment on, though. If this works, let me know!

First of all they should not have been placed that way. To solve this, use soap with luke-warm water. Shake, rinse, repeat.

Try steam. As in sauna, clothing steamer or a hot bath. This will produce moisture and humidity..

Run them under warm water. It should cause a change, enough to loosen them.

soak them in slightly hot water for a few min. they will come out easily. I have tried it. It works.

put ice or very cold water in top one
dunk bottom of bottom one in hot water while the ice or ice water is in top one
the cold shrinks the glass
the heat expands the glass
so they should then come apart
