I think what you are trying to ask is this- can a person who is capable of raising their own vibration to a level where they have a clear connection with the Universe influence others by their presence? The answer would be yes.
Like a tuning fork that vibrates at a particular frequency, we in turn TUNE our selves to the higher frequency when we spend enough time around them.
Every person is capable of psychic aconnection. Not every person takes the time to listen and learn how to tune in properly.

Want a first had experiment of people tuning in to others? Go to a football game and sit in the crowd. The energy rises and falls as peoples expectations rise and fall. The team on the field senses the complete support of the crowd and they know when everyone expects that they will choke- and they usually do. We see this all the time. we just don't understand on a metaphysical level what we are seeing.

Appears so. Me & one of my close friends experience this quite often. Longer we hang out, more powerful the connection. A lot easier to pick up on things when we're together. May be just the fact that we focus more at these times, too. =p But, yeah...practice does make perfect. :D

Mimi Di said it right. We each learn from the other and gain as well as give. Even when communicating on a non-corporeal level, we affect each other, sometimes sharing information, sometimes amplifying circuitry. :-)
