it's all mathematical probability. for a wild pokemon to be shiny, other than gyrados in the lake of rage in g/s/c, gen 2 games, you have a 1 in 65536 chance of having the wild appear as a shiny
there is no way to increase those odds
also, shinies do not have a better EV layout, those are also random (for those that don't know, EV layouts determine the stats)

Only on these days you could have win the lottery is when you will come by one. Or when you least expected one to even show up at all.
I am not sure about this at all, but I think a shiny pokemon will not appear if you already have a shiny pokemon in your party and/or in the same box you using.
