It's about the death of his lover. Verses such as:

I see a line of cars and they're all painted black
With flowers and my love both never to come back
I see people turn their heads and quickly look away
Like a new born baby it just happens ev'ry day

indicate a funeral procession. When you've lost someone very dear to you, it's sometimes difficult to accept that life elsewhere is going on normally, despite your feelings, hence "the girls in their summer clothes."
Also, this line "If I look hard enough into the settin' sun
My love will laugh with me before the mornin' comes" might indicate the singer is feeling suicidal and wishes to join his love in death.

At least, that's my interpretation, to someone else it could have a different symbolism.

Depression after a friend's funeral.

The song was written shortly after a friend of the Stones died and relates to their feelings of frustration and sadness after his funeral.

The song is expressed from the view of the person wanting to paint the world black to match his mood.

This is, like, the original sellout Goth song. He's talking about a basic depression, or else his dark outlook which is making him want everything around him to be the colour black. Go Mick!
