First, talk to your neighbor and tell him your concerns. If he doesn't care then do the following immediately.
Call the City offices where you live and have someone who is a building inspector come out and take a look at what he is doing.
They might be able to issue a cease and disist order on his "project" if the inseptor thinks this will endanger your property and home.
Also- go outside every day while this project is ongoing and take photographs of it for your record if you have to go to court. Be very obvious when you take the photos and if he asks what you are doing-tell him, "I am documenting your project and I will document the damage your project does to my home and property so I can use them in court if I need them. Do you have a problem with that?"
Also, call your homeowners insurance and see if you have flood coverage.
If he does do this and your house is flooded-after you have had the inspector out- take him to court and sue him for property damage.

You will need to consult someone down at the city building permit type of area and see what are the laws and regulations in your city and the area that you live in. You will probably have a fight on your hands. Stand up for your rights...
You may have to get an assessors and or a surveyor. Use the tools that you can get your hands on regarding property lines.

Check with the City or County planning office to determine what the zoning laws are. If there are none and no home owner's association covenants that prevent his action, it is time to fight fire with fire.
Create a drainage system on your property that collects the water in a central location (near his property line). Utilize a submersible jet pump and a series of outlet pipes to swiftly remove the excess water from your property. I suggest aiming them at his newly created parking pad.

First most cities requires a building permit, and they must show plans and drawing to the city, before they can Even build, if they start and did not submit a permit, they have to tear it down.
Second, if you can prove to the city this will degrade you property in any way, eye sore, cause damage, or infringes on your property, the permit is revoked.
But check with your city hall first.

You have the right of quiet enjoyment ;short of a scenic easement which you do not have there is not much you can do except complain to the municipality or government entity that issues the final permit explaining your concerns. However once you get damaged by his right to use his property that's when you need a legal beagle.

Call a lawyer and tell them you want to bring a nuisance action to stop the construction of a parking lot next to your house that will cause rainwater to run onto your property.

You can't stop him , but you can dig a ditch between your property to run off the water. Or you can put in a french drain.Good luck. Sorry you have an inconsiderate neighbor. They are bad news!

if you have a home owners association you could call them if not call your local court house and ask for zoning. Your neighbor should have had to get permits to build. If it causes problems with your home the permits could be pulled. If he didnt get permits the city could make him remove the structure

If there aren't community zoning restrictions, you might be frakked.
Check with a lawyer.
Maybe you should sell him your property and work him for double it's worth, then buy at a place with zoning restrictions.
