No it was written by Edward Hume for the TV movie.

Its a real coincidence to see your question as we were just talking about that movie last night after watching a bunch of the 2nd season episodes of "24" where they detonated a nuclear bomb.

I remember vividly watching that movie when it aired. I was only 15 and the Cold War threat of nuclear war and MAD was still very much a reality. It was really creepy and surreal to watch that movie, knowing/thinking at that time that this really could just happen one day.

No, 'The Day After' was an original teleplay. However, 'Testement' that came out the same year I believe was based on a novel. Notice that in both these movies and the new tv show Jericho, Kansas seems to be the state used most ;-)

Nope.
It was so topical with the cold war still raging.
We had to watch it as a school assignment in '83.
