I had my nextel under another persons plan, they did not pay the bill and my phone was shut off. Can I take my phone up and turn it back on under my name? Or is my phone locked?

Sure you can, but you will have to sign a contract for service. If you don't fulfill the contract period they will back charge you $200.00.
By the way, if you go to any "Cellphone" store, you can probably get a brand new phone for free, just for signing the contract for service.

If it was just recently shut off - no. Your sim card is attatched to that account and until it is either paid or sent to collections that sim card will not be able to be placed on another account. Your best option is to sign up for new service and get a new phone. Right now we have a plan for $32.99 with 800 anytime minutes and you can get an I850 camera phone for only $79.99 with a $50 mail in rebate. And you will not be able to keep the same number
