She is 53, and dyes her hair light blonde constantly, and it looks very ratty, she refuses to get it trimmed. And she dresses like me (i am 13), Tight graphic tees, tight low-rise jeans, and it just doesn't look good on her. I love her, but not how she dresses. How can I show her that this doesn't look good on a woman her age?

Get her on the show What Not to Wear or How do I Look.
If she refuses to trim her hair then I 'm guessing she doesn't think anything is wrong with her clothes. Hard for a 13 yr old to get a 53 yr old to change their mind.
Guess you could try go shopping with her and pick out a stylish, age appropriate outfit for her. Maybe she can still do some of the funky things but tone it down... like wear low-rise jeans but with a fashionable tunic (to cover the butt crack :). Or tight tee with a flowy, below knee length skirt.

What your grandmother wears and how she wears her hair is none of your business. No 13-year-old needs to be telling her grandmother what to do. What's she supposed to wear, house dresses and aprons? Be glad she's young in thought and isn't carping on you to stop showing your belly button. I'm 44 and I wear graphic tees and tight jeans quite a bit, and am thankful that I can get away with it still. My boyfriend loves it. Care to tell me how to dress?

Maybe she's going through some sort of identity crisis... I'd try giving her some conservative fashion style magazines and talking with her gently about it. Like "You'd really look so much better in these style jeans" and show her a picture....

dude i am in that bucket with you! personally i would dress SLUTTY next time you see her, she WILL comment on what you wear and then say. Gran lets do makeovers on each other. Dress her the way you feel she'd look good and she will do the same!
