I need to know if this is a legitimate. I have been notified that I have won this lottery and they are asking for 780 english pounds to deliver my winnings.

No, of course not. If you don't enter, why should you expect to win anything?

NEVER send money to anyone to claim "winnings". The only winner is the scam artist who fooled you.
