Do I cut them back duing the fall after a hearty spring/summer growing season?

Carpet roses are extremely hardy--hardier that other roses. Since they usually don't exceed 8" I recommend waiting till spring to prune them. That way you can see how they fared over the winter and start by pruning out anything that died. Then prune any canes that are rubbing each other--cut the one with the least potential. Then shape them and that's it.

With some of the larger roses it's recommended to prune in the fall but with such low growth you don't want to prune parts that are good and then have other canes die over the wintertime and you're left with very little in the spring.
