The best thing to do (and a legal requirement in some communities) is to inform the local police authority and file a report. Give them the amount found, the location, and any distinguishing characteristics about the bag (cloth, paper, etc) so that if the owner actually calls looking for it, they can make a proper ID.
I might even contact an attorney (who offers a free initial consultation) before filing the police report. If the police determine it's drug money, they'll confiscate it. You need to protect your rights.
Also remember, keeping it isn't all that simple either, as you will be liable for taxes on it as income (under "gift" tax laws.)

There may be SOME way. Contact the police and explain the situation. They'll take the cash and hold it while using their methods for tracking the owner. If it is not claimed in a certain amount of days (30?) they will give you the money with a clear conscience.

Go to the precenit where you found it. Someone might make a claim for it. If you act as though uit's a case a of finders keepers losers weepers, you coul be charged with theft. However, you have the right to insure with the dectectives that if the mnoney is not claimed, you will legally beome the owner., There are time limits for the owners to come forward to legally claim it';s theres and then prove it to the cocurts.

I fail this test.
i would retain the bag.
If I take it to the cops, they will ask a lot of questions of me, as $100K in a bag is suspicious.
There is no guarantee that I would get the money turned back to me as unclaimed.
I would wait to see if anyone puts a notice in the paper or around town for this missing bag (chances are not, as it is probably illegally gotten.)
After three months, I would then begin to spend it very slowly and in controlled ways, so as not to attract attention to his windfall.
Like I said, I would fail this test

No, what you want to do is tell everyone you are from a small African country and your spouse died and left you the money but you have no way of spending it since it may be impounded by your government and you need someone here to help you in spending it, so ask them to please send you there email address, passwords and social security number and you will of course give them part of your new found money.
