Phenolphthalein, the blue dye indicator, is something only qualified scientists can buy. You need to be licensed by the ACS (American Chemical Society) in order to purchase it. Usually comes as a very concentrated solution and proper dilutions into working stock needs to be done yourself!
Why the hell do you need phenophthalein?

As a common indicator solution, I don't think there are any significant limitations on a private individual purchasing phenolphthalein, although I could be wrong. I've provided a link to a Wikipedia list of chemical suppliers, and a successful search result on phenolphthalein from the first link there.

Thats not true at all--you dont need to be certified. PHTH (phenolphthalein) is a relatively harmless indicator--your best bet is to look for a home-schooling science catalog. Try "Home Training Tools." They are a reputable company, and should have it in stock. Hope that helps,

I don't think you can, short of stealing it from a chem lab. While it's not dangerous stuff by any means, you need to be part of an organization to buy chemicals like that.
