Hi. Heat, fuel, oxygen. You need all three for a fire to start or continue. Take away any one of them and the fire goes out. Using up the fuel with a smaller fire is one way to do it.

Yes I do.
The expression, I beleive, comes from the practice of controlling big uncotrolled fires by lighting smaller controlled fires around the edge of it. These small fires burn off all the fuel sources (usually trees) and then the big fire you're trying to put out can't burn there.
