I'm not sure if the question refers to sales, but in terms of what personifies the 80s I would say:
Category 1 (new romantic pop bands)
Duran Duran
Spandau Ballet
Human league
Category 2 (very camp bands)
Wham
Adam & the Ants
Culture Club
Category 3 ("serious" rock/pop)
The Police
Dire Straits
Peter Gabriel

Bananarama, the most succesfull girl band in the UK until the Spice Girls....
Altered Images... Claire Grogan was the quintiscential pop star of the time...
ELO ... not strictly a pop band, but the arrangements and work behind their music was brilliant.
If you can't accept ELO then I would say Blondie, they moved across the board too, going from new age punk, to pop, to jazz!
