Not likely. The judges have discretion in sentencing even beyond the recommended ranges. You might be able to find sentencing guidelines of mandatory sentences by searching each states criminal code laws but beyond that I doubt it.

Do you mean sentencing guidelines? As in some level of crime and the minimum and maximum allowable sentences? If so, NC's are here:
