If you say rise on the pacific and set on atlantic then only on the southern beach of South Africa but if you say rise on atlantic and set on pacific then its Chile

The arctic? (the sun usually rises in the east and sets in the west. the pacific is west of the Atlantic, so it would be hard to see it rising there.)
