Could you add a reference? I can't find it anywhere! I'm so stuck!

In the governments assesments and frameworks in social care, 'young person' always refers to people under 20. I dont know if its the same across the board though...!

I think it's between 16 and 25

It rather depends what suits the government of the day and their coffers. For instance at 16 youre considered too young for a sexual relationship, too young to consume alcohol on licenced premises, but your old enough to pay tax, if you work at 16!

Governments don't like being pinned down, so I doubt that you will find a definition. It is what they want it to be according to whatever point they are trying to make.
