That's an opinion question. He made sure that the USSR wasn't invaded and occupied by the Germans. In which case, Russians would have been exterminated because they were considered by the Nazis to be subhuman.
But I would say he was a monster other than that. He killed millions of his own people because he was afraid of being overthrown.

Stalin was a monster who butchered thousands of his own people as he secured his grip to rule the country. He even had some 40,000 military officers slaughtered and replaced them with is "own men" in an effort to be sure all who followed him were loyal to him. As with most dictators, he spent most of his time being paranoid and always wondering who would betray him.

Stalin was a very paranoid leader and would kill any political dissident. He impoverished his nation through militarism. He cared nothing for his people. He was a monster.

Stalin did a lot to Russia by Terror.

He was every bit as wicked evil as hitler.

Oh, he screwed his country into the ground - from mass purges (i.e., executions), to economic upheaval, to social dysfunction.
The man was mad.

I doubt Lenin or Marx could have even thought about doing all the evil that "Papa Joe" did to his country.
