Ping does not send messages...net send does though. Type the following:

net send [pc name] [message]

Minus all of the [ and ] of course.

IF your version of ping will allow you to specify the pattern used in the payload (some will, some won't), you can send your message as the pattern in the payload.

However, since there's nothing I know of that will actually look at the payload of an ICMP Echo Request packet other than a protocol analyzer, it's not a real effective method for sending messages.

Ping is just a signal check. You can't use it to send specific messages. If you have an IP address that you are able to ping, just use FTP to send your message.
