If your laws and regulations are anything like ours, machines compact and shred the refuse during the day and just after the dump closes a thin layer of soil covers it.
This is all done in an effort to reduce smell and any refuse that may be carried and dropped by seagulls.

it is run over by the bull dozer to crush it. Then when a lot of flattened garbage is there they put a layer of earth over it and squash it some more. At the end of the day (after it is closed to the public) the dump gets some more dirt on top.

While that part of the dump is settling they use another part. Eventually the whole dump will be filled because it is not rotting away as fast as it is loaded in. Now that is going to be a problem.

Although there are still some open dumps, most municipalities take refuse to a landfill. These are places where a lining is placed so that there will not be leakage of leachate. The material is compacted during the day, covered with soil at night so that animals can not get at it. When the cell is full it is capped with a thick polyethylene cover and alot of soil and seeded. Areas are left to collect drainage and allow gases to escape. Monitoring wells keep track of the water systems in the area.
