how can i check that my LAN Administrator is which ISP using. Is there any possibilty?
may LAN administrator off the downloading so is there any way from which i can download any stuff.

No! The administrator did that for a reason! To keep you from downloading all that crap! They do it to protect their network from viruses and hackers! If you are refering to work, go back to work! I can here you at the supper table at night complaining about how American companies are outsourcing your jobs! I wonder why....
You better wise up too! They can not only keep you from downloading but watch every move you make!

Ask him/her what ISP they use. If they blocked downloading, you cannot download anything.
