The game I played with my niece at her birthday party is this....
Have everyone sit in a circle on the floor. Blindfold each of them. Have them all take off their shoes... (add some other shoes from the closet) put them in a pile in front of them. On the count of three they will each have to find their own shoes and put them on and tie them..... (We all had a blast with this one.. The grown ups even tried this!!!)
We also did relay races.... Put eggs (or something round and small) on a spoon and each had to carry the spoon from one teammate to another without dropping them.
Potato sack races... (we used black trash bags)... Or 3 legged races.
We also did a scavenger hunt... divide them into 2 groups(cut out drawings of birthday things and hide 2 of each all around... (one for each team) and let them try to find everything (This is so much fun)
Also... I do this at birthday parties... w/ christmas stockings, Easter baskets...etc.. My step-daughter loves it she is 12 now and still loves to do it....
Write out clues.... hide them in the house... each clue will need to lead to the other one. The last clue will be the prize (or birthday bag).... Clues can make them do things and then look for the clue such as.....
Sit on the ground,
Stand up and spin around
Now to find the clue...
Go to the place where you put your shoes...!!

Well, years ago, talking about at least 15, when double dare was really big, my mom threw a double dare party for my brother and his friends. They had to answer questions and get the most points. They were divided into 2 teams. My mom had a bunch of cool things they had to do. one was find marples in oatmeal. haha that woman made so much oatmeal, she put it in a big plastic pool, the ones for little kids. it was really fun to watch. Then walk across the lawn to where she had it marked and back to the finish line before the other person on the other team holding a spoon (I think with our mouths) with an uncooked egg on it without dropping it. it was really fun! A scavenger hunt is also fun. Make a list and have them go around the neighborhood asking their neighbors for the items on the list. But since they are only 9, I'd make sure there is a parent going with each group. Hope you have fun, I love little kid's parties!! OH! Also there is a board game that my friends and I played at her house, which she got for her bday. It was a dancing game. You had to do the dance moves for the card you drew. That also was A LOT of fun! We had some great pictures!

Treasure hunt. Leave clues that lead to other clues and eventually to prizes. You can do it in groups or pair kids up and have them go on separate hunts. It's super fun, teaches teamwork and kills a bit of time not only with the game but then as they all compare notes.
I also suggest a "Fear Factor" theme cause kids love to get messy and what not. Hide gummy worms in a salad bowl of CoolWhip and have them use their faces to retrieve them. Do something that involves "stinky" cheese like Camabert. All of this works best with a big yard so you can just hose them down at the end.

a million. musical chairs 2. Who ever pops a ballon first through sitting on it 3. bobbing for apples 4. lead them to play video games and who ever wins wins 5. ask them caricature trivialities questions 6. who ever receives the most shoes from the client first

Fill up a jar with jellybeans or another kind of candy and have each kid guess how many are in there. Whoever's closest gets the jar of candy to take home with them :-)

crush some cookies on a long mat and blind fold them and tell them there are eggs on the floor and they have to make it to the other side without stepping on a egg.
