There are many reasons for your problem.

Is you anti-virus software up to date?

You may have some spyware running.

Have you got all the software patches in plase?

I have noticed, sometimes automatic updates can apparently slow a computer down.

Have a look at the task manager ( Cntrl + Alt + Delete) see if there is an application or process with high cpu demands.

You have answered your own question.

The answer my friend is Tiscali!

They had their server down recently for improvements, when they relaunched it sent our router into meltdown! A repair which tiscali refused to pay as they didn't supply the router. They are unreliable and untrustworthy.

It depends on how many other millions of people are also online at the precise same time. I have certain days and times during the day where my connection is slowed completely, and other days it works perfect.

You might want to call Tiscali, there might be a problem on their end. They can at least troubleshoot with you.

Do you have a router? If so bypass it and test the connection. If not disable any firewall/ p2p programs and then test connection. If all else fails contact your ISP and see if they can notice bad signals or packet loss to modem.
