Check your local library for a thick book called "The Writers Market 2006" and it will show you the type of articles they accept, payment information, submission information, etc. The book may or may not circulate depending on the library system you choose.

I presume that you are a "freelance" writer. Based on that assumption. You need to already be writing for some kind of credible sports periodical or newspaper as a sports writer. If not, try to "research" on of their top writers for the magazine...do they have a degree in journalism? or work their way up. The latter is probably the case unless they had incredible talent to begin with.
Build your resume...create a "good/credible/thorough" blog, do the hardwork and show them what you've got. Also, check out the competition...Sports Illustrated and the like...
