Filmmaking is a collaborative art, and while editing is important, it's no more or less important than any of the other parts. The world's best editor can't save awful writing, bad acting, or poor directing (though they can do their best to mitigate the problems).

As for "how much work it is," it depends on what the 3 minute videoclip is--a dramatic dialogue in one setting between two competent actors is one thing; a high-speed car chase intercut with flying ninjas jumping off buildings while subliminal messages make dogs talk like Bruce Willis is another. It also depends on what the director has given the editor to work with--are there plenty of choices of shots with additional coverage just in case, or is it a tape of hastily-shot, unlogged fragments of scenes that are barely usable because of inconsistent lighting and audio? As I mentioned earlier--everything else in the production plays a part.
