If a person cannot work or get insurance because of a disability, but the disability can fixed with surgery, But the surgery cannot be gotten without a job or insurance, should the Government cover the insurance and surgery?

It would be nice if the government did. The best thing you can do is make yourself into a highly publicized publicity case - splash yourself all over the news all day long. Two things will happen. One is some politician will adpot you and your cause - it will eventually happen. You will probably even get to speak in front of Congress and call them all idiots.

Secondly someone may come along who is a good samartin and offer to pay for your surgery right out of their pockets, or a doctor will say "come here" and will do the work for free.

That is why there are aid programs out there. There are free or nearly free clinics that have access to many programs and can help someone sign up for the right program to get the problem fixed. It is in the government and societies best interest to have as many people working as it can, so there are people out there to help make that happen.

No. Disablities being unfortunate aside, why are tax payers obligated to pay for stuff they can't afford themselves? They are not free programs, somebody pays. The purpose of government is protect liberty and secure our borders. They can't even do that right!
People who get enraged because the 'government' isn't paying for something scare me--its unAmerican.
They scare me not because I'm unsympathetic. When the government starts paying your way, then they have a vested interest in the way you live your life. Where their interests coinside with yours, you lose. We get seat belt laws, helmet laws, smoking laws, laws that govern how you feed and care for your kids, ... . There is no conceivable end to what a government that pays your way can legislate in order to protect its investment. But with every dollar they give you in a 'free' program, we all give up some sliver of liberty.
Having the government care for all your needs might sound good to you, but what kind of America is that going to create later on?

If you have disability insurance whether it be SSI or Medicare, doesn't either one of those pay for surgery? Last I heard, Medicare did.
