Find out where he was adopted through, the hospital should have those records. Get in touch with that adoption agency, leave them your information to share with him. If he wants to be contacted he will allow it, or contact you.

Presumably you have his birth certificate from the Family Records Centre but have you tried the adoption indexes there too?
I can recommend a good website called www.rootschat.com where loads of people will give you as much help as they possibly can, free of charge.
Alternatively, you may be able to get help from the Department of Work and Pensions which I believe has a facility called Traceline. My stepbrother found his dad through that when they hadn't been in touch for about 10 years.

There should copies of the adoption papers/amended birth certificate, which would tell you where you were adopted from (agency, state, etc). Then I would contact that agency/state and see what they can tell you. There is a number on your amended birth certificate which correlates to a number on your original birth certificate. You will probably have to fill out paperwork stating why you are wanting this information and then hope that the adoptee has filled out the same paperwork saying it is ok. If the adoptee has made contact with the agency saying that he is wanting to be found, then the agency will make contact with you

Same situation as me, I was adopted 37 years ago and traced my family. Unfortunately for you, unless he comes looking for you, it could be difficult. Is it likely he knows he was adopted? All you can really do is put your details on the national adoption contact register and the Salvation army. As his name was likely to have been changed, unless you know that, it's very difficult. It may be worth contacting the Social Services in the area he was adopted as they may be able to help with some details. I really hope something comes up for you.

If you know the area he might have been adopted in, try placing a notice in the local newspaper, he, or his adopted family might see it and respond to it. The only other option is to let the adoption people know you're trying to get in touch with him, but I doubt they will be able to put you in contact with him unless he is searching for his birth family too. Good luck x

Salvation Army have been doing Family Tracing for years and years. You may have tried them already. If not, this is the webpage:
http://www1.salvationarmy.org.uk/en/Departments/FamilyTracing/Home.htm
Another thought. People sometimes like to search for their own or their loved ones names on the internet. Try setting up a web site based on your search for him. It would be a long shot, but he or someone who knows him might just see it

I am not being silly but have you tried Oprah? You may even try to find out the adoption agency that your mom went through.
