Infra red is a form of invisible light that comes from the sun. It starts out as Ultra violet and when it cools after hitting the earth's surface, it becomes infra red and actually returns to the earth's atmosphere where it is trapped by gases like CO2 to help keep the earth warm.

So no, horses can not see infra red. They do have excellent night vision, but they have retinas and cones in their eyes that can maximize the light around them at night. They have adapted to the night vision thousands of years ago in order to evade night time predators.

I don't know about Horses, but Kestrels can. they use their infra-red sight to follow the trail of urine a rodent leaves behind it (many small rodents have no control over their bladder) until they see movement and attack it. I don't see any reason why a horse would need to use infra-red sight so they probably don't have it.
