I want to repair the top side of a cd. The side you don't have data on. How can I do this?

You can't.
Once the surface it ruined the reflectivity is gone.
You can't "re-surface" it to the same reflectivity.

If the cd is still playable......you can repair MINOR damage to the lable side. I've used small amounts of model paint to repair the label side of playable cd's. Just make sure you do not increase the thickness of the cd. I've NOT been able to repair a cd that is no longer playable due to damage on either side.
