The foreskin is attached to the glans of ALL MALES when they are born until puberty. Sometime during puberty, the skin should separate from the glans and become fully retractable. For some guys this occurs at age 12, and others it doesn't happen until the late teens. If you have already completed puberty and still have the foreskin attached to the glans, a very simple outpatient procedure can be done to seperate it (not circumcision). Do not attempt to pull and tug on it yourself, as this could tear the foreskin and create scarring. PHIMOSIS is not the same thing as what you describe--PHIMOSIS is a tight foreskin, but what you have is a foreskin that is still grafted to the glans, which is totally different.

Paraphimosis and Phimosis are conditions where the foreskin will not retract over the head of the penis. However, if I understand you correctly, the foreskin is still fused with the glans penis (head of the penis) so you can't actually put a finger in and run it completely around the head?
In that case, yes, you should seek medical advice. Normally, the foreskin separates completly from the glans during infancy. It should retract fully from the glans, or else at least be loose enough that you could run a Q-tip underneath your foreskin and all the way around the glans.

I just don't know if I've understood your problem exactly.
Foreskin must be attached back and on the basis of the glans, at the end of the trunk.
It's to say that the glans must remain completely uncovered when the foreskin pulls back.
Sometimes foreskin is too tight around glans and it's called Phimosis. Other times foreskin is very long and even if moving easily it doesn't uncover glans completely.
Thro your words you let me understand that your foreskin is strangely attached in upper zone of the glans and so it can't move uncovering the glans! Isn't it?!
Well, if so, as like as the two previous diseases, you should get a simple surgery to have a normal functional penis!

Hey buddy. I think we need more info here. Is your foreskin tight over the penis glans either normally or during an erection? If so this is a common thing for many un-circumsized males. If this causes you pain and dis-comfort you should consider having some of the foreskin removed. Depending on the situation there are varying amounts of foreskin that they will remove, in order to take away your dis-comfort.
We do need more information in order to help you.
Is your foreskin tight around your penis glands?
Does it hurt to re-tract the foreskin during masturbation?
Can you re-tract the foreskin completly during an erection?
