In Internet Explorer, you have the following menus: File, Edit, View, Favorites, Tools, and Help menu.

where do you want to find the tools menu?
If in a browser ... its in the main menu which is the second tab layer on the topmost part of your view page.
M not very sure of your question.. but if you know the word menu.. then you will know "File" menu... and then in the same line is "tools" menu... I guess you need to be more alert, attentive as to what you are seeing on your page...

Usually at the top line of browsers. If you are looking for system tools, go to "Start","All Programs", "Accessories" and you have a selection of tools available.
