Unless it is really obviously out there-nope, don't notice. And if it is really obviously out there I just think-Wow-Tacky! (same way I think about cameltoe on a woman)

Well now, if a guy has on pants (or clothing) that you can see there bulge in or course you are going to look. However if you are looking to see how big their bulge is that is not always a good method to tell by. Now, to your question about what I think... first is why in the hell are they wearing pants that show that. second how big is it really if you can see it with clothes on and what can it grow to. I don't really think that guys should wear clothes that will let you see it b/c that isn't something that everyone whats to see any old day. Plus, that is not something that you are not going to notice if you are a warm blooded female.

Speaking as an adult and assuming your question is adult based and intended to mean the crotch area, my answer is a simple one…
Yes of course we do, we’re human after all, and we’re sexual creatures by nature & ‘Tis how the good Lord made us in fact.
Looking is just that, looking. Just to look doesn’t mean it’ll go anywhere else or that there is an expectation that it will.
Simply treats for the eyes if you will.
Merely something to smirk over, or fantasize about as you go on about your business… could even be as simple as a “fleeting” experience lasting no longer then it took to see said bulge in the first place.
Nothing wrong with enjoying a little eye-candy now and then, at least not in my humble way of thinking.
Bottom line, enjoy being an adult while behaving as one… life is too short not to!

If a guy is wearing pants tight enough to show his "bulge" then something is wrong. Men wearing any sort of tight pant or shorts always strikes me as being gay and I find fem looking men unattractive.

I'm assuming by bulge you mean fat gut. Well, honestly "back in the day" it was never appealing to me, I stayed clear from a guy with a 'bulge'. However, now I am happily married to a wonderful man, when I met him he was skinny f*ckin hot, etc, now he is well getting chubby and he has a bulge indeed but I wouldn't change him for anythihng. I love his bulge, it's comfy, and really I think it's hot.

I'm afraid only if the buldge is coming from his wallet. I take more notice of eyes, smile and sense of humour, and of course the person inside. I like a man to be a gentleman, and am more drawn to a shirt, tie and suit with nice expensive aftershave.

I do, but only after I have checked out everything else. I will check out his overall style, the way he walks, his looks, his butt, everything else before I ever check the front of his pants.
And I generally would rather not see him bulging that much because that just makes him seem like he is too much of a show-off or is faking it.

I never look. Maybe I should start so I wouldn't be unpleasantly surprised so often. Also, you can't tell how it will, er, "perform" by looking at it in that state. I don't think most girls look at men's bulges.

If the trousers are tight and the bulge substantial, it would be rude not to notice.
