I was doing this just the other day!
A scraper is the best. I was worried it might scrape the glass but it was fine. Nice and quick!

Hi I would use white spirit and a scraper.
Be careful about the products that you use if your windows are UPVC because certain products will react with the plastic and either stain or melt the plastic. For example most nail varnish removers have acetone in them which melts plastic.
Good Luck

Use a scraper with a blade, small hand held item available in most DIY shops, sometimes as part of a set of blades, or turpentine but that may be a bit messier.

The others who said scrapers were correct, make sure it is in a special holder, it looks like a utility knife blade (Stanley) and it works a treat.

You use a single-edged razor blade. It can't possibly scratch the glass.
