The foundation is settling, and way to fast for a new home.
Contact the building contractor to settle the issue, or sue him.

Your foundation walls may be sinking - check for cracks and fill with caulking - if the caulking starts to spread and pull apart the cracks are getting bigger which indicates continuous movement

If you have a basement your support posts should be on footings these may be on ground that is heaving. Bentonite (spelling may not be correct) clay is sometimes a culprit . This is a material that swells dramatically when wet and shrinks equally dramatically when drying. This can cause a lot of movement that telegraphs through the house.

In any case you need to contact your builder, as the bulging definately should not be happening. There should be a 12 month new home warranty in place.

Do you know what type of material was used for your subfloor?

I've seen homes with the subfloor made of OSB plywood - the type made of wood chips glued together.

If the OSB subfloor gets really wet, the wet area will "heave" under your carpet, tile, linoleum, etc.

And, if you need, but don't have a "vapor barrier" under your house, the moisture can be drawn up, into the plywood from beneath.
