The simple answer is yes. The frequency at which you get paid is in your contract of employment. Also if there is a discrepency in pay you can demand a full statement of hours worked and payments made.
If your boss refuses then see a solicitor and take your wageslips and bank statements with you as proof.

If your boss claims to have paid you, then that should be reflected in your pay slip. If you can't decipher it (some pay slips are so complex!) then you need to sit with your boss and have him explain it to you. Make sure you have your calculations to hand so you can compare.
As for holiday pay, some companies do not pay holiday pay until you have worked there for X amount of time. Some companies stipulate 1 year, others 6 months, whilst others pay immediately. Holiday pay SHOULD be pro-rata, i.e. you earn it as you work through the year (e.g. 4 wk a/l is earned at a rate equalling 1 week per 3 months worked). Not all companies see things this way. This is something you need to understand, and your boss or HR department should clearly explain to you in the beginning of your employment, or even before you sign your contract of employment. Check your contract to see what it says.

The withholding pay part is in question. As for not getting paid, it is possible your company pays on a lag schedule, meaning you work two weeks, then get paid two weeks later. You may not receive your pay immediately. You may want to check into that. The actual payroll office or officer will better be able to answer those questions.

Your best bet is to give him both barrels. Go in person to the nearest Department of Labor - Wage and Hour Division. Make sure you have all of your check stubs or documentation in order.
Ask to speak to a representative and let him/her know what is going on.
