It really depends on how you meant the question. On the surface since men control most governments and many institutions (e.g. Catholic church) the obvious answer is "men". But if one considers the old line that "behind every successful man there is a woman" and consider how women influence men the answer may not be quite so clearcut. That said, I suspect that most would conclude that based on the words used in your question ("world", "domination") overall the answer is "men".
