there are many great titles for the gba sp.
i do not know the cost of the system in rupees, hyrulian or otherwise.
as the other guy said, pokemon games are quite fun, the new game pokemon mystery dungeon is quite decent. for the main series, fire or leaf are great titles, but so are sapphire, ruby, and emerald
the original zelda is also another great starter game.
harvest moon, friends of mineral town will occupy you for weeks.
final fantasy tactics advance is quite fun, though the story might seem childish, the gameplay is quite good
final fantasy IV advance is the greatest game in the FF series, according to those that know what they're talking about
super mario 3 was also remade on the GBA, and has always been, and always will be, a great choice for a game to play

Can't help you with the international stuff, but as far as games go. You should get Final Fantasy Tactics, I never liked turnbased games before I played this, it's totally addictive and I played it for like 128 hours. You should also look into the Metroid games. They have great puzzels and some fun action. Believe it or not pokemon games are actually pretty fun too.

AVOID AT ALL COST!!!! It is not worthy, the best handheld now is the PSP, so many games in that platform.
