They have been completely translated into English and you should be able to find both sets of text at your public library. If they don't have it or you are looking for your own copy I suggest a Barnes & Noble Store (or on line) or Amazon. There are two volumes of the scrolls as some fragments were with held from translation until the mid-1990's.

I hope you enjoy studying the scrolls there are some very different takes on the old testament in them by this sect. In the second volume there is direct evidence that the sect was reserching the Messiaship of Jesus.

Public Library, there is a book in Alabama with the title:The Dead Sea Scrolls. There is also some good information in a book titled The Bible Code.
