Seems to me you only have one problem, boundary issues. Leave the ex out of it. She is fine, you are fine. You have no obligation to her. She has moved on with her life so why don't you?
As for the best friend, just tell her that you are falling in love and while you value her friendship, you are enjoying spending a lot of time with your new love. If she is close, she'll understand. Then make time to spend with her from time to time with or without your new g/f.
Problem solved.

Get the both of them together and do something fun that you all would like doing. A nice small gift for the two of them to show how much you appreciate their them and that should brake the ice. And make it a lot a lot easier for you to have your friend as well as your girlfriend in your life.

Well, you don't want them to all gather about you at the same time and conduct a pow-wow, because I think your result will be a CATFIGHT.
Sooooo
You may want to send nice notes to all three, explain your relationship with the other gals and how you'd like things to be. Let them know that they are free to respond; and that you will respect their opinions and feelings.
And mostly just focus on your new gf, let her know she is above the rest and stay with her. Jumping around only confuses everyone, including yourself.

If all men had this problem! ;)
First and foremost I suggest to:
Communicate freely and tell them this!
People get their feelings hurt in situations like this when they are feeling ignored and not having attention paid to them. Make some time for your friend, but make your boundaries very clear!

don't date any of them. be friends with all of them or run for the hills and find some one else.
Or figure out which one u really like ( by the way u r too young too love any of them, that's y u r confused, u don't know what love is)
and well be with that girl and friends with the others, tell the one u choose that u will have female friends,,but never cross that line.
The balls in ur court....don't screw it up.

Sounds like there is a lot of selfish people in this mix. Show a higher level of maturity than the rest of them, and if they act jealous, petty, etc., then simply call them out on their behavior.
