Cookies are files saved to your computer by various websites. They contain information about your usernames and various website specific settings, allowing for automatic logins etc. As they are merely text files that are read by websites, it unlikely they are slowing you computer down. However, if you want to remove them (in IE) click Tools, Internet Options, Delete Cookies.
