I've known many restauranteurs over the years. The successful ones all had the same attitude: The restaurant business is a kind of show business.

No matter how delicious your food is, you can't just serve people and expect them to come back. You must entertain them. This means making them feel welcome, relaxed, and appreciated. It also means adding something colorful and special to their experience.

And if other people work for you as servers, it's very important that they sincerely LIKE people and ENJOY what they do.

To decide how your restaurant will look, and how you can promote it, my best advice is to use your imagination. Sit and close your eyes, and imagine you've found a restaurant that is tremendously appealing. What kinds of things make it different from the many other restaurants? Why do you enjoy it so much? What makes you want to come back?

All the answers you need are in your own mind and imagination. Good luck!

I would suggest a flyer, send it out in the mail or take them door to door. In the flyer I suggest, pictures of the inside and a menu with your hours and the address. There are other means of advertising also, like Radio, newspaper, internet and word of mouth.
GOOD Luck to you.
